- Starting the same day, advertisers in India, Europe, the Middle East, and North Africa can create campaigns directly without going through an agency, under a new self-serve option.
- Ads Manager, which launched in May, has grown the share of small and mid-sized business advertisers, and the business is expanding alongside more than 50 technology and measurement partners.
OpenAI announced on August 31 that its in-ChatGPT advertising business has surpassed $1 billion in annualized revenue in less than 200 days since launch. The same day, the company opened self-serve access in India, Europe, the Middle East, and North Africa, letting advertisers build campaigns directly inside ChatGPT without going through an agency.
To put it plainly: OpenAI had already said on August 19 that it planned to expand ChatGPT ads to 31 European countries. This latest announcement puts that plan into action, extends it further into India, the Middle East, and North Africa, and shares the cumulative results racked up along the way.
A billion-dollar business built in 200 days
ChatGPT ads are the third leg OpenAI is building alongside subscriptions and its enterprise API business. In this announcement, the company said tens of thousands of advertisers are now using the ad platform, and that the ad-supported free tier is what lets more than 1 billion weekly active users keep using ChatGPT at no cost. The service now runs in more than 40 countries through OpenAI's own ads solutions team along with agency and technology partners.
| Item | Detail |
|---|---|
| Time since launch | Under 200 days |
| Annualized revenue | $1 billion |
| Countries served | 40+ |
| New self-serve regions | India, Europe, Middle East, North Africa |
| Technology/measurement partners | 50+ |
An expansion previewed last week, now live
This expansion didn't come out of nowhere. As covered in ChatGPT ads set to expand to 31 European countries next week, OpenAI had already said on August 19 that it planned to extend its ad platform to 31 European countries, including Germany, France, Spain, and Italy. That plan called for showing ads only to Free and low-cost Go tier users, in a separate widget below ChatGPT's responses. This latest announcement puts that plan into effect and extends its reach further, into India and the Middle East/North Africa region.
Keeping ads separate from answers
OpenAI stressed that it keeps ads clearly labeled and distinct from ChatGPT's answers, and that ads don't influence the content of those answers. Advertisers cannot access users' private conversations, and users can control how personalized their ad experience is through their settings. The ad system draws on the context of the conversation happening in the moment to surface relevant ads, and depending on country and user settings, it can also draw on broader context from how someone uses ChatGPT overall.
From big brands to small businesses
The ad business started out managed by sales staff, agencies, and partners, but the launch of the self-serve Ads Manager tool in May opened the door for small businesses and startups to build their own campaigns. OpenAI said these smaller advertisers now make up a significant share of the overall business. Cost-per-click billing and performance-optimized bidding account for most campaigns, and the company said pixel tracking and a conversions API now underpin measurement and optimization. Features like product feeds, platform and location targeting, and custom audiences are also in place.
| Case | Result |
|---|---|
| An e-commerce advertiser | 3x return on ad spend (ROAS) over 28 days |
| A technology partner | Over 80% of ChatGPT traffic driven by ads came from new customers |
What's next
OpenAI said it plans to keep expanding the ad platform into more markets and to add new ad formats, campaign objectives, buying methods, and measurement capabilities. The company also said it's looking for ways to help businesses interact with consumers more naturally inside ChatGPT. Companies looking to start advertising can apply at ads.openai.com.
Editor's view
The fact that ChatGPT ads grew into a $1 billion annualized business in just 200 days says a lot about how fast OpenAI is splitting its revenue across multiple pillars instead of leaning on subscriptions alone. Line this up against OpenAI's August 14 move to cut input and output token prices for GPT-5.6 Luna by 80% each, jumping into a price war with Chinese AI companies, and a pattern emerges: growing the free user base to defend market share, and extracting ad revenue from that same free user base, are running on parallel tracks at the same time.
The contrast with the August 19 announcement makes this especially clear. Back then, OpenAI was previewing a plan tied to a single region — 31 European countries. This time, it bundled in India and the Middle East/North Africa, actually flipped the switch, and released performance numbers alongside it. The move from preview to rollout to results has essentially refreshed itself about every ten days.
Two things stand out for marketing teams here. First, Korea isn't on the list of newly opened self-serve regions. Second, the fact that Ads Manager has meaningfully lifted the share of small and mid-sized advertisers suggests that even teams without big budgets now have more room to experiment with campaigns using cost-per-click billing and conversion tracking.
The coming weeks will likely see the ad business expand even as regulatory scrutiny grows in parallel. With the EU having designated ChatGPT as a Very Large Online Platform and tightened oversight accordingly, the bigger ad revenue gets, the more pressure will build around compliance with European privacy and transparency rules.
