NOx (Nitrogen Oxides)
An air pollutant produced when fuel is burned at high temperatures; gas turbine power generation requires a separate emissions permit to operate.

NOx is a group of polluting gases formed when fuel burns at very high temperatures, causing nitrogen and oxygen in the air to react. It's the same kind of substance found in the exhaust fumes from car tailpipes.
The problem is that it can't just be released anywhere without restriction. Just as building a factory chimney requires approval from the local health authority, running a single power generation unit requires government confirmation that emissions stay within allowed limits. The standards get much stricter if the facility is near residential areas.
The reason AI data centers get tangled up in this is simple. Because the official process of connecting to the power grid can take years, some operators start running their own generators in the meantime just to get operations going sooner. The gas turbines used for this emit NOx, and in some cases they end up running without having obtained an emissions permit yet.
How it shows up in the news
The article explains that "turbines emit NOx, and standards are stricter near residential areas. Running one without a permit is itself a violation." What's easy to misunderstand here is that this isn't the same kind of issue as a power shortage or a GPU supply problem. Even with power available, and even with a turbine already installed, it can't legally run unless it clears the separate administrative process of getting an emissions permit. This shows that the bottleneck holding back AI infrastructure expansion may not be semiconductors, but environmental permitting paperwork.
