Grid Connection

Grid connection works the same way as needing a water pipe hookup before a new building can actually get running water. You can put up the building itself in a few months, but formally connecting it to the water supply network is a separate process. Electricity works the same way. Even after a power plant generates electricity, getting that electricity to flow to a specific building requires the grid operator to allocate capacity and run safety reviews. The problem is that this process can take years, especially for facilities that consume huge amounts of power, like data centers.
